INGO Forum Deputy Director

Description:
- Proactive agenda setting; facilitating a space for INGO-INGO collaboration; enabling sharing of information and analysis for effective decision-making.
- High level representation of INGO interests in external meetings and planning efforts nationally; and strategically guide and encourage common advocacy and policy engagement.
- Manages the Admin & Liaison Technical Officer ensuring that their activities support the overall objectives of NIF in the North East
- Depending on office arrangements with host INGOs, the DD may be required to provide strategic and day-to-day management of the northwest office (personnel, budget, security, etc.)
- Ensures compliance with host agency procedures for the operation of NIF’s northeast office
- Supports the Director in budgeting, budget management, grant management and accountability
- Be responsive to staff, ready to support them as needed, an advocate for staff well-being
- Able to appreciate political necessity and delicate policy issues in humanitarian access and the application of principles to programming.
- Deputise for the Forum Director, when required
Qualifications and Requirements:
- Advanced degree in relevant field or undergraduate degree with significant field experience.
- 5-7 years of experience in humanitarian /development aid, preferably within complex emergencies and/or access-constrained/insecure areas.
- Demonstratable knowledge of key thematic areas including access, humanitarian principles, community participation
- Proven ability to build relationships and facilitate dialogue among diverse stakeholders.
- Fluency in English, both written and spoken with strong writing and editing skills.
- Knowledge of French is an added value.
- Excellent writing, editing, and analytical abilities.
- Ability to work independently in fast-paced environments.
- Ability to present and represent collective views to various stakeholders.
- Prior experience with INGO consortia/forums is desirable.
- Experience influencing policy change and practice is desirable.
- Knowledge of the Nigeria context or previous experience working in Nigeria or West Africa
- Experience in administration and coordination of coalition or secretariat functions a plus.
- Strong communication, inter-personal, facilitation and diplomatic skills.

What We Are Looking For
- The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professional to take up the role of Policy, Advocacy and Communications Manager for the INGO Forum in Nigeria. This role leads NIF’s policy, advocacy, and communications portfolio, and also coordinates collective policy positions, drives member-led advocacy engagement nationally and internationally, oversees strategic communications, and ensures consistent representation of INGO priorities across humanitarian–development–peace agendas. The placeholder integrates policy and advocacy leadership with media, visibility, and communication functions to ensure coherent messaging, coordinated engagement, and evidence-based influence.
What You Will Do
- Lead development and implementation of NIF’s policy, advocacy, and communications strategies and action plans.
- Coordinate INGO-led advocacy positions and ensure alignment across humanitarian, development, and peacebuilding agendas.
- Produce policy outputs (briefing notes, statements, position papers, talking lines, etc.).
- Provide timely policy analysis and information to support NIF platforms (Steering Committee, CD Plenary, Humanitarian Platform).
- Identify national, regional (LCB, AU), and international advocacy opportunities and elevate Nigeria priorities.
- Ensure evidence-based advocacy through field visits and regular engagement with INGO operational teams.
- Support data collection and consultative processes that inform advocacy and represent member perspectives.
Qualifications and Requirements:
- Advanced university degree in Law, Political Science, International Relations, Journalism, Communications, Social Sciences, International Development or related technical field (minimum master’s degree).
- Minimum 5 years of progressive experience in advocacy, policy, media, or communications in humanitarian or development contexts.
- Strong proven experience leading or contributing to policy analysis, message development, and influencing strategies.
- Proven ability to coordinate networks, engage high-level stakeholders, and represent collective positions.
- Experience writing media and policy outputs;
- Familiarity with Nigerian media landscape.
- Experience using digital platforms and producing multimedia communications materials.
- Fluency in English, excellent written English; Hausa or other local languages an advantage.
- Strong networking and stakeholder engagement skills.
- Understanding of Nigeria or complex emergency contexts (highly desirable).
- Experience working on localization and with local CSOs.
- Understanding of humanitarian principles and nexus approaches.
- Ability to work under pressure, manage multiple priorities, and act with political sensitivity
